House Approves Omnibus Spending Bill

On September 14, the House passed, 211-198, H.R. 3354, the Make America Secure and Prosperous Appropriations Act. The bill would provide $1.2 trillion for FY2018, including $510 billion for non-defense and $621 billion for defense discretionary spending.

The legislation would consolidate all 12 spending bills, four of which the House previously passed (see The Source, 7/28/17), and includes spending for the eight outstanding appropriations bills: Agriculture, Rural Development, Food and Drug Administration, and Related Agencies (see The Source, 7/21/17); Commerce, Justice, Science, and Related Agencies (see The Source, 7/28/17); Financial Services and General Government (see The Source, 7/17/17); Homeland Security; Interior, Environment, and Related Agencies; Labor, Health and Human Services, and Education, and Related Agencies (see The Source, 7/21/17); State, Foreign Operations, and Related Programs (see The Source, 7/21/17); and Transportation, Housing and Urban Development, and Related Agencies (see The Source, 7/28/17).

Commerce, Justice, Science and Related Agencies

The bill would provide $53.9 billion in discretionary funding, $2.62 billion below FY2017, for programs within the Departments of Commerce and Justice, and the National Science Foundation and National Aeronautics and Space Administration.

The Department of Commerce would receive $8.34 billion, $892.1 million less than FY2017 and $631.2 million more than the president’s request.

The Department of Justice would receive $29.3 billion, $367.9 million above FY2017 and $986.9 million above the FY2018 request.

The measure would continue the prohibition on using federal funds to pay for abortions, except in cases of rape, incest, or if the mother’s life is in danger; the bill would require the Director of the Bureau of Prisons to provide inmates with escort services to get an abortion outside of the federal facility.

The Department of Labor would receive $10.767 billion in discretionary funding, $1.321 billion below FY2017 and $126.135 million above the FY2018 request.

The bill would provide $77.576 billion for the Department of Health and Human Services. This amount is $542.23 million below FY2017 and $14.547 billion above the FY2018 request.

The Department of Education would receive $65.823 billion, $2.415 billion below FY2017 and $2.935 billion above the administration’s FY2018 request.

In addition, the bill would increase funding for the Women’s Bureau within the Department of Labor by $1.064 million.
