House Appropriations Committee Approves State, Foreign Operations Spending Bill

On July 12, the House Appropriations Committee approved, by voice vote, the 2017 State, Foreign Operations, and Related Programs spending bill (as-yet-unnumbered). The House Appropriations Subcommittee on State, Foreign Operations, and Related Programs approved the legislation by voice vote on July 6 (see The Source, 7/8/16). The Senate Appropriations Committee passed its version of the bill, S. 3117, on June 29 (see The Source, 7/1/16).

According to the committee report, the bill would provide $52.08 billion in overall funding in FY2017, which is $595 million below FY2016 and $691.443 billion below President Obama’s request.

The Department of State would be funded at $11.121 billion, $182 million below FY2016 and $772 million below the president’s request. This includes a decrease of $243.044 million to international peacekeeping programs.

Bilateral Economic Assistance, which funds several global health programs, would be funded at $24.2 billion, which is $104 million below last year’s enacted level and $149 million above the president’s request. This includes an increase in funding to Maternal and Child Health at $182.5 million above FY2016, but a decrease of $124 million to Family Planning/Reproductive Health.

Under this legislation, the United Nations Population Fund would receive no funding.
