FY2010 Appropriations Summary

On December 10, the House approved H.R. 3288, an omnibus bill that consolidates the FY2010 spending bills: Commerce, Justice, Science, and Related Agencies; Financial Services and General Government; Labor, Health and Human Services, Education, and Related Agencies; Military Construction, Veterans Affairs, and Related Agencies; State, Foreign Operations, and Related Programs; and Transportation, Housing and Urban Development, and Related Agencies. The Senate passed the bill on December 13. The president signed the bill into law on December 15 (P.L. 111-117) (see The Source, 12/11/09).

Congress enacted the FY2010 appropriations bills for the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies (P.L. 111-80) (see The Source, 10/9/09); Legislative Branch (P.L. 111-68) (see The Source, 10/2/09); Energy and Water Development and Related Agencies (P.L. 111-85); Homeland Security (P.L. 111-83); and Interior, Environment, and Related Agencies (P.L. 111-88) earlier this fall.

The House passed the remaining spending bill, the FY2010 Defense appropriations bill (P.L. 111-118), on December 16; the Senate passed the measure on December 19 (see The Source, 12/18/09).

The charts below recap funding levels enacted for various programs important to women and their families. Please see The Source, 12/11/09 (Omnibus), 10/2/09 (Legislative Branch), and 7/10/09 (Agriculture, House), and 7/10/09 (Agriculture, Senate) for House- and Senate-passed funding levels, as well as for details about specific program initiatives.

Agriculture, Rural Development, Food and Drug Administration, and Related Agencies

The bill contains $121.23 billion in overall funding for programs within the Department of Agriculture, the Food and Drug Administration, and other agencies. This amount is $263.825 million more than FY2009, $2.689 billion less than the president’s request, $2.613 billion less than the House-passed bill, and $3.29 billion less than the Senate-passed bill.

The conference report provides $68.174 billion in overall funding in FY2010. This amount is $7.927 billion less than FY2009, $990.61 million over the president’s request, $977.38 million above the House bill, and $681.855 million over the Senate bill. The funding includes $28 billion for the Department of Justice and $25.6 billion for science agencies, including the National Science Foundation.

The FY2010 Defense appropriations bill provides $636.6 billion for FY2010. This amount is $11 billion over FY2009, $3.8 billion below President Obama’s request, and equal to the House- and Senate-passed bills.

The measure includes $29.2 billion for the Defense Health Program, which includes funding for breast and ovarian cancer research and treatment programs, and $472.4 million for family advocacy programs, which provide child care, job training for military spouses, and “expanded counseling and outreach to families experiencing the separation and stress of war.”

Financial Services and General Government

The conference report includes $46.265 billion for FY2010. This amount is $5.059 billion less than FY2009, $13.438 million less than the president’s request, $41.5 million over the House bill, and $37 million less than the Senate bill.
